Each year NASCIO conducts a survey of the state CIOs to identify and prioritize the top policy and technology issues facing state government. The CIOs top ten priorities are identified and used as input to NASCIO's programs, planning for conference sessions, and publications.

  • Cybersecurity and Risk Management
    With the rise of cyberattacks on state and local government, this continues to be the highest priority for state CIOs.
  • Digital Government/Digital Services
    Improving civic experiences and accessibility has proven to be a high priority of all levels of government since the start of 2020.
  • Cloud Services
    Cloud services reduce IT burden and expenditures over time, improve accessibility, and bolster security.
  • Broadband/Wireless Connectivity
    The obvious need to strengthen statewide connectivity as we work and learn from home has elevated broadband to a higher-level priority.
  • Budget, Cost Control, Fiscal Management
    Being able to effectively track, monitor, and report on a state’s fiscal health is imperative in the new year.
  • Data Management and Analytics
    Data Management and Analytics have also been elevated to a higher priority as data-sharing increases to solve for the disruptions caused over 2020.
  • Consolidation/Optimization
    Consolidation remains in the overall top ten list as agencies are requiring more specialized services to effectively operate and respond to public needs.
  • Identity and Access Management
    New for 2021, identity and access management is a high priority. Supporting residents with digital services and ensuring staff can work remotely is a key area for many governments.
  • Workforce
    Recently, governments have been preparing for the Silver Tsunami – the wave of baby boomers set to retire. Transferring knowledge and bringing fresh energy into the public sector is a growing priority.
  • Customer Relationship Management
    Moving down from the fifth spot in 2020, CRM still rounds out the 2021 top ten. Internal customer service strategies and demand planning will help bolster efforts to collaborate more and streamline inefficiencies.
